in Google search on Smart Meters for Soul Mate i came across something odd..a PDF which i can read but NOT copy nor Attach to send

the title refers to IMPLANTABLE DEVICES AND SMART DUST, 
it has drawing & schematics and altho most of it was too tech for me the idea seems to be suggest  imlanting peeps with RFID type chips and smart dust, which was UC berkeley device used for spying and watching crowds and cities.
